Yes, no problem to put two needles on the same gauge. How exactly how do you see this - for example would a short black needle (actual) over the top of a longer red needle (budget) fit your need?

Yes, this is exactly what we have done.

The best way to change the stacking order of Excel Objects that are placed over one another is to use the REORDER buttons at the bottom of the SELECTION PANE (HOME > FIND & SELECT > SELECTION PANE).

There are a few examples that include changing the stacking order in the videos on our YouTube Channel..
